Follow steps from Troubleshoot → Advanced options → Startup Settings → Restart → press 4 or F4 . reboot hp laptop in safe mode
Turn on the laptop. As soon as you see the HP logo, hold the for 10 seconds to force a shutdown. Repeat this process 3 times. → Advanced options → Command Prompt
