Internapolicity names a reality for which our political vocabulary is underdeveloped. We live under policies generated not by nation-states alone but by internal decision-making processes within digital platforms, algorithmic infrastructures, and hybrid city systems. These policies regulate speech, movement, finance, and association with speed and reach that dwarf most national laws. Recognizing internapolicity is the first step toward governing it. The challenge of the coming decade is not to restore Westphalian purity—that is impossible—but to build accountability into the architecture of internapolitan power.
